Introductions with no presentation of evidences.
- Simple intro and short non-debate things.
- 2 minutes each

Round 1

Presentation and Rebuttal, 8 minutes
- Interlocutor 1:
  - 5 minute presentation of evidence: uninterrupted, the other party is quiet
- Interlocutor 2:
  - 3 minute rebuttal: uninterrupted, the other party is quiet
Cross examiniation, 4 minutes:
- Moderator is to enforce staying on topic
- Up to 2 questions are asked by Interlocutor 2
  - Questions are asked and answered one at a time
  - Questions are to be concise, the question is not a monologue
- Interlocutor 1 has about a minute to answer, uninterrupted
Open discussion, 7 minutes
- Moderator is to enforce staying on topic
- Interlocutor 2: 1 minute
- Interlocutor 1: 1 minute
- Interlocutor 2: 1 minute
- Interlocutor 1: 1 minute
- Interlocutor 2: 1 minute
- Interlocutor 1: 1 minute
- Interlocutor 2: 1 minute wrap up

Round 2 is the same with positions swapped.
